Tenant-Based Rental Assistance

Housing and Urban Development’s (HUD’s) HOME Program allows public jurisdictions to create flexible programs that provide financial assistance to individual households to enable them to rent market-rate units.  These rental subsidies, known as Tenant-Based Rental Assistance, are provided by public jurisdictions to help individual households afford housing costs such as rent, utility costs, security deposits, and/or utility deposits.

The Columbia Housing Authority (CHA) administers a Tenant-Based Rental Assistance program within Columbia’s city limits with HOME funds, awarded by the City of Columbia, to house unique at-risk groups of low-income individuals and families.  This program is for persons with inadequate “housing plans” who have mental health issues; are being released from correctional institutions; have completed substance abuse treatment programs; are victims of domestic violence; or have another special need and/or disability.
