The City of Columbia has opened a Graffiti Hotline at http://www.gocolumbiamo.com/Public_Comm/GraffitiHotline.php

Owner/Landlord Participation

The Columbia Housing Authority (CHA) assists low-income families with rental assistance under the Section 8 Housing Choice Voucher Program.  Property owners can benefit from this assistance by renting their house/duplex/apartment/mobile home to a family who has a Housing Choice Voucher.  Some of the benefits offered through this program are:

Timely payment of rent: The housing subsidy from CHA is mailed on the first business day of each month.  When the first is a holiday, checks will be mailed on the next business day.

Monthly Rent:  CHA abides by Fair Market Rent Standards to set payment standards.  The Tenant’s share of the rent is approximately 30% of monthly-adjusted income.

Inspection: CHA inspects all units initially and annually to ensure they continue to meet the Housing Quality Standards and to detect any potential problems such as misuse and lack of care.

Obligations of the Owner

  • The owner and the family must execute the same lease the landlord uses for other unassisted units
  • The owner must sign the Housing Assistance Payments contract and must furnish to CHA a copy of the executed lease and the executed Housing Assistance Payments contract
  • Landlords must provide City Compliance, as well as Mechanical Inspections or proof of ownership (i.e., prior year tax bill, or warranty deed)
  • Management companies must submit a copy of the management agreement with the owner of the property

If CHA determines that the unit or lease cannot be approved for any reason, CHA will notify the owner and the family that:

  • The proposed unit or lease is disapproved for specified reasons
  • If the condition(s) requiring disapproval is/are remedied to the satisfaction of CHA on or before the date specified by CHA, the unit or lease will be approved
