Self-Sufficiency
Family Self-Sufficiency (FSS) is a voluntary program designed to assist families in becoming economically independent and self-sufficient. With the support of local agencies, FSS combines case management, education, job training, and ongoing support through newsletters, workshops, support group meetings, and other appropriate services to aid the family in becoming self-sufficient.
The Columbia Hosing Authority's Self-Sufficiency program helps low-income families become independent of government assistance. The program consists of two parts, the Contract of Paticipation and the Escrow account.
The Contract of Participation is an outline of family goals and what the family will need to be able to meet those goals within a five year period.
The Escrow Account is a monetary incentive which accures for the family over a five year period in an amount equal to the increase in rent resulting from the families improving level of income.

What are the Benefits of Participating in the FSS Program?

living wage increases.
• Receiving an escrow check upon successful completion of the
Contract of Participation.
